<p> DIED. Millicent Fenwick, 82, pipe-smoking former Republican
Representative from New Jersey who was the inspiration for the
character Lacey Davenport in the comic strip Doonesbury; in
Bernardsville, New Jersey. Fenwick, a onetime model and the
author of Vogue's Book of Etiquette in 1948, came from an
aristocratic, moneyed background. Elected to Congress at 64, she
served four terms, gaining a reputation as a civil rights
crusader and an advocate for reduced campaign spending.
